What you have is a worn out fun kart. The Westbend 820 came out in 1962, long after dead axle karts were a thing of the past.

The dead give away is a dead axle, straight front axle, cheaply built spindles, high ground clearance, and what appears to be stab-tab steering linkage. Oh and that band brake.
