it appears to be a clinton engine made back in the early to mid 60's made in Iowa,USA a smalldisplacement bushing two stroke.

I'll third Jacobson. After my father passed, I found one he had one just like it. It took me a while to ID it as well. From what I was told, they were somewhat popular for karts in the early days.
